参照“卡莎姆”和“卡秋莎”火箭炮对临近加沙和南黎巴嫩的以色列地区的炮击得失，埃尔比特公司提出了这种三层反火箭防御系统。

多管火箭炮还可用于提供第二层防御手段，一是直接向敌火箭炮的计算位置连续发射带合适战斗部的火箭弹，二是利用与“达曼”雷达相连的从传感器到射手的链络提供的数据，向敌火箭炮连续发射火箭弹。
第三层反火箭系统是采取在关键建筑物上安装被动防护的装甲屋顶的形式，以保护内部的人员、设备免受战斗部爆炸和侵彻所带来的损害。
A three-tier counter-rocket defence system has been put forward by Elbit in the light of recent experience under bombardment from Qassam and Katyusha rockets in areas of lsrael adjacent to Gaza and Southern Lebanon.
The first layer of the Counter-Rocket System(CRS)is a multiple rocket launcher directly coupled to a weapon-locating radar such as Elbit’s improved Daman variant of the Raytheon AN/TPQ-37 Firefinder. Daman provides a launch warning and information on the incoming rocket’s trajectory to its associated multiple rocket launcher. The latter fires a rocket of its own in reply,this being fitted with an enhanced version of the lsrael Military Industries(IMI)Trajectory Correction System(TCS).TCS provides the ballistic rocket with post-launch trajectory correction via a command signal sent from the launcher or from the Daman radar. The multiple rocket launcher could either be IMI’s 160mm LAR system, firing AccuLAR rocket variants with TCS, or the Lockheed Martin M270/270A1 MLRS launcher. In the latter case it would fire either adapted 227mm MLRS rockets fitted with TCS or 160mm TCS rockets incorporated in eight-round adaptations of standard MLRS six-pack rocket containers.
The multiple rocket launcher is also used to provide the second-tier defence mechanism, by consecutively firing further rockets with the appropriate warheads directly at the calculated position of the hostile launcher, again using data provided through the sensor-to-shooter link with the Daman radar.
The third CRS defence tier takes the form of passive roof armour for key buildings, protecting the occupants against warhead detonation and penetration effects.
