1 问题的提出1.1 由来 一年前,笔者第一次听到“末代站长”的称谓。那是在全国卫生工作会议已经召开、《中共中央、国务院关于卫生改革与发展的决定》提出到2000年建立卫生执法监督体系、全国卫生厅局长会议已将卫生监督体制改革列为当前卫生改革三项重点工作之一的大背景下,卫生防疫体制改革的“上海模式”已经出现、全国卫生防疫系统关于体制改革争论得沸沸扬扬的时候,在一次卫生防疫站站长会议上,一位长期从事卫生防疫工作的老资格站长发出这样的感叹:“哎,我真的弄不明白:好端端的卫生防疫站,为什么要改掉?我们这些人岂不成了末代站长了！”这种感叹中的不理解与深深的无奈以及许多人的共鸣,均给我十分深刻的印象。

Under the general background of one of the key tasks, when the “Shanghai model” of the reform of the health and epidemic prevention system has emerged and the controversy over the system reform of the national health and epidemic prevention system has raged, a health and anti-epidemic station chief meeting has long been engaged in health. The veteran of the epidemic prevention work station issued such an exclamation: “Oh, I really don’t understand: Why do we have to get rid of the hygienic epidemic prevention station? We must not be the last owners!” I am deeply impressed by the lack of understanding and deep resignation and the resonance of many people.
