在邓小平同志南巡讲话的鼓舞下,处于全国改革开放前沿的广州人民,决心用15年时间先于兄弟省市赶上亚洲四小龙。为了实现这个目标,解决建设资金短缺的问题,广州市遵循“三个有利于”精神,大胆运用了开展赛马活动,筹集社会发展资金的策略。
Inspired by Comrade Deng Xiaoping’s southern tour speech, the people of Guangzhou, at the forefront of China’s reform and opening up, are determined to catch up with four small dragons in Asia ahead of their brother provinces and municipalities in 15 years. In order to achieve this goal and solve the problem of shortage of funds for construction, Guangzhou City followed the principle of “three benefits” and boldly adopted the strategy of launching horse racing and raising funds for social development.
