水资源的有限供给已成为农业大省吉林省实现持续发展的制约因素。为了充分有效地利用水资源，该文建立了吉林省水资源投入产出表，通过计算、分析，表明农业耗水量巨大且经济效益低，农产品的调出意味着水资源的大量外流。为了确保完成粮食输出任务，同时缓解省内非农产业发展受水资源不足所导致的瓶颈问题，提出在全省范围内大力发展节水农业的对策。
The limited supply of water resources has become a constraint in achieving sustainable development in Jilin Province, a major agricultural province. In order to make full and effective use of water resources, this paper establishes an input-output table of water resources in Jilin Province. Through calculation and analysis, it shows that agricultural water consumption is huge and economic efficiency is low. The transfer of agricultural products implies a large outflow of water resources. In order to ensure the fulfillment of the tasks of grain output and at the same time alleviate the bottleneck caused by the shortage of water resources in the development of non-agricultural industries in the province, it is proposed to vigorously develop water-saving agriculture within the province.
