党的十六届五中全会文件强调更加注重社会公平,而不再提“效率优先,兼顾公平”。对此,中国社科院特邀顾问、著名经济学家刘国光撰文分析认为——“效率优先,兼顾公平”这个提法只适用于社会主义初级阶段的一段时期,不适用于初级阶段整个时期。“效率优先”不是不可以讲,但应放到应该讲的地方去讲,而不是放在收入分配领域。把“效率优先”放在发展生产的领域去讲,非常合适。这是它永远的存身之地。
