今年9月4日,是吉林省社会保险事业管理局(原吉林省社会保险公司)成立十五周年纪念日。十五年来,在吉林省委、省政府的正确领导下,在柜关部门的支持下,全省社保系统干部职工一台戏,五届班子跑接力,完成了省级统筹、垂直管理、两个确保、社保试点、国企改革等重要任务,推动全省社会保险事业由小到大,由弱到强。尤其是最近的五年内,是吉林省社会保险事业发展较快、变化较大的五年。“定额补贴,分级负责”机制的完善调动了各级自求平衡的积极性;“面向两个缴费主体”使保障能力有了根本性提高;完善社会保障体系试点不仅为全国提供了宝贵经验,同时有力地配合了吉林省国企改革攻坚进程。当前,吉林省社会保险事业不论是覆盖范围、保障能力、制度机制,还是基础业务、社会化管理服务水平,都走在全国前列。
September 4 this year, is the 15th anniversary of the founding of Jilin Provincial Social Insurance Administration (formerly Jilin Social Insurance Company). Over the past 15 years, under the correct leadership of the provincial party committee and government of Jilin Province and with the support of the cabinet departments, cadres and workers of the social security system in the province have run one relay and five teams have run the relay to complete provincial-level co-ordination and vertical management. Guaranteeing social security pilot projects and state-owned enterprise reform, and pushing the province’s social insurance business from small to large and from weak to strong. Especially in the recent five years, it is a five-year period in which social insurance in Jilin Province has witnessed rapid development and great changes. The perfection of the mechanism of “quota subsidy and grading responsibility” aroused the enthusiasm of seeking self-balancing at all levels; “” oriented to the two contributors "made the guarantee capability fundamentally improved; and the pilot of perfecting the social security system not only provided the national Precious experience, at the same time effectively with the difficult process of state-owned enterprise reform in Jilin Province. At present, the social insurance in Jilin Province, regardless of coverage, support capabilities, institutional mechanisms, or basic business, social management and service levels, are at the forefront of the country.
