近年来,随着《中华人民共和国种子法》(标题及下文均简称《种子法》)及其配套法规的颁布实施,使我国种子产业进入了一个全新的发展时期。在种子市场繁荣的同时,也带来了市场竞争无序、市场监管难度增加等问题。《种子法》的颁布早于我国入世,现在正面临着如何融入世界经济一体化及与世界经济接轨的现实问题。我国《种子法》还有“重行政、轻市场”的色彩,随着我国种业的发展,应当按照市场经济的要求进一步修改《种子法》。1 改革品种审定制度《种子法》确定的审定程序是科学的,评价体系是正确的,但在实际工作中遇到以下问题:
