群体性事件的本质是一种利益表达形式,是现代化过程中公民权利意识觉醒后社会冲突的一种表现形式,是符合矛盾运动规律的一种现象。应对群体性事件的基本策略是,构建一种容纳并可以制度化的解决机制,群体性事件在合理的框架内予以解决,而不至于造成社会秩序失范。当前,应当着力从四个方面着力构建利益表达机制:即利益主体的培育机制、利益表达渠道的实现机制、利益表达方式的规范机制和利益表达主体与客体的保障机制。而且这一机制的构建与完善,应当成为今后规范化解决群体性事件的重中之重。
The nature of mass incidents is a form of expression of interests and an expression of social conflicts after the awareness of civil rights in the process of modernization is a phenomenon that accords with the law of contradictions and movements. The basic strategy for coping with mass incidents is to construct an accommodating and institutionalized solution mechanism and to resolve mass incidents within a reasonable framework without resulting in anomalous social order. At present, efforts should be made to construct the mechanism of interest expression from four aspects: the fostering mechanism of the interest subject, the mechanism of realizing the channel of interest expression, the standardization mechanism of the interest expression and the safeguard mechanism of the subject and object of interest expression. Moreover, the construction and perfection of this mechanism should become the most important task in standardizing and resolving mass incidents in the future.
