目前一些乡镇企业技术、管理人才“跳槽”现象十分严重。有的企业主要技术骨干外流;有的企业主要骨干“跳槽”,还带走一批技术、管理人员;有的企业一方面重金聘请外地人才,另一方面原有人才却在流失,造成不必要的资金、技术和时间损失;有的企业主要骨干出去后,或帮助竞争对方,或自己另办同类企业,平白增加了抢人才、抢市场、抢原料的对手。应当说,人才有进有出是市场经济发展的正常现象,也是市场竞争的必然结果,但是,“出”大于“进”的现象,对于技术、管理人才“先天不足”的乡镇企业来说,无疑是“雪上加霜”。如果不能很好解决这个问题,对一个地方经济的发展是令人担忧的。乡镇企业之所以会出现人才“跳槽”的现象,主要原因有四:
