国家教委决定从1990年起,用两年左右时间有计划地在全国逐步实行普通高中毕业会考制度。这是基础教育的一项重要改革,它对于全面贯彻教育方针,调动办学积极性,使学校把注意力真正转向全体学生,大面积提高教学质量,具有重要意义。海南省政府、教育厅十分重视此项重要改革,从1983年原教育部印发中字011号文提出“毕业考试要和升学考试分开进行,有条件的地方可按基本教材命题、试行初、高中毕业会考”的时候起,就开始进行宣传并积极创造条件,经4年准备,决定从1988年秋季入学的高一学生起,在高中实行毕业会考制度。1989
