经济特区的设立及发展已成为当前许多转型经济从计划经济逐步走向市场经济过程中一个极为重要的改革措施之一,我们有必要探讨一下经济特区对其所在地区的发展到底产生什么作用,进而讨论经济特区对体制改革及促进经济市场化所扮演的角色.另外我们也参考匈牙利、南斯拉夫、波兰等其他转型经济的实例及经验,作为借鉴.一、经济特区与地区发展的理论基础在西方的经济学理论中不少讨论到一个地区的发展与该地区某一个特别发展的城市及中心相互间的因果关系,我们可以引用这些理论来帮助我们了解经济特区对地区发展所能产生的影响及所发生的作用.这些理论中,人口及资本的流动及使用特别重要,同时该地区的出口贸易也是一个推动地区发展的基本动力.一
The establishment and development of the SEZs has become one of the most important reform measures in the transitional economy from the planned economy to the market economy.
