从利益维护到利益分享——福建省泰宁县构建农民参与利益分享制度的探索

从维护农民利益到构建农民利益分享制度,既是认识上的一个跨越,充分体现了“更好地做到发展成果由人民共享”的发展新理念,同时更须贯彻落实到政府工作的具体实践中。这不仅关系到增加农民收入,缩小城乡差距,更关系到城乡一体化发展和整个社会和谐持续发展。本文基于福建泰宁县促进农民增收的举措,分析了其中蕴含的广大农民参与利益分享的思路,并就系统构建农民参与利益分享制度问题提出若干政策建议。 From safeguarding the interests of peasants to establishing peasants’ benefit-sharing system is not only a leap forward in understanding, but also fully reflects the new development concept of “better sharing the fruits of development by the people,” and at the same time it must implement concretely the specific work of the government Practice. This is not only related to increasing peasants’ income and narrowing the gap between urban and rural areas, but also to the integration of urban and rural areas and the sustainable development of social harmony in general. Based on the measures to promote farmers ’income in Taining County, Fujian Province, this paper analyzes the thinking of the vast number of peasants involved in the benefit-sharing among them and puts forward some policy suggestions on how to establish the system of peasants’ participation in the benefit-sharing system.
