房委会于一九七三年四月一日根据香港法律的第二百八十三章的房屋条例而成立。房委会在一九八八年四月一日重组,并且获得独立的财政身份及自主权,以及足够的自由度去有效地履行政府的「长期房屋政策」,以达到于本世纪末时可以为所有有需要的家庭提供居所的目的。 房委会亦同时扮演政府的代理人去清拆土地、管理木屋区,及计划和管理私人房屋参与计划。房屋署是房委会的「行政助手」,为后者推行其政策,而房屋署的建筑分署则负责为香港的市民提供及建筑公共房屋。房委会辖下的建筑署已获得ISO9001的品质管理系统的国际认可标准,将会为更多市民提供更佳的房屋住所带来保证。 房委会的建筑署更改名为拓展处负责所有有关建筑上的计划、设计、计划管理合约的管理、维修及翻新,以达到令房屋能够有更高水准的目的。房委会更实施一个名为CARE(代表Condition:条件;Appraisal:评价;Repair:修理及Examination:考察)的全面性制度,以肯定所有房委会辖下的楼宇皆是属于最佳品质,并且会以最快及最有效率的方法去进行修葺工作。
The Housing Authority was established on April 1, 1973 under the Housing Ordinance of Chapter 283 of the Hong Kong Law. The Housing Authority reorganized on April 1, 1988 and obtained independent financial status and autonomy, as well as enough freedom to effectively implement the government’s “long-term housing policy” so as to achieve the end of the century. All families in need provide accommodation. The HA also acts as the agent of the government to clear the land, manage the housing estates, and plan and manage private housing participation plans. The Housing Department is the “administrative assistant” of the Housing Authority. It implements its policy for the latter, and the Housing Department’s building office is responsible for providing and building public housing for the people of Hong Kong. The Architectural Services Department of the Housing Authority has already obtained the ISO 9001 quality management system’s internationally recognized standards, which will provide more people with better housing accommodation. The Housing Authority’s Architectural Services Department’s change of name, Development Office, is responsible for the management, maintenance and refurbishment of all relevant planning, design and project management contracts relating to construction in order to achieve a higher standard of housing. The Housing Authority also implemented a comprehensive system called CARE (representing Condition: Appraisal: Evaluation; Repair: Repair and Examination: Inspection) to confirm that all buildings under the Housing Authority are of the highest quality, and The repairs will be carried out in the quickest and most efficient way.
