各位代表: 天津市第三届各界人民代表會議第一次大會現在开幕了。根據大會的議程,这个会议將要解决以下的問題: (一)检查市人民政府一九五○年的工作并確定一九五一年的工作方向。 (二)讨论市民三千餘件的提案,特别要着重讨论关于房屋问题的提案。 (三)改选市长、副市長、市人民政府委員与政治協商委員。木来政府委員会與協商委員會共同顶定在這次會上还要讨论一九五一年的预算,因為中央将于二月内召集各大城市预算会议,本市预算範围,要在該會后才能確定,因此我们頂算讨论改在下次大會再進行。
Distinguished Delegates: The First Session of the Third People’s Congress of All People’s Committees in Tianjin is Now Opening. According to the agenda of the conference, this meeting will address the following issues: (1) To examine the work of the municipal people’s government in 1950 and determine the direction of work in 1951. (2) To discuss the proposal of more than 3,000 civilians, with particular emphasis on discussing the proposal on housing. (III) Re-election mayors, vice-mayors, municipal people’s government members and political consultative members. In the coming meeting, Mulai Government Committee and Consultative Committee will also discuss the budget for 1951 because the Central Government will convene a budget meeting for major cities in February. After that, we can decide to proceed with the discussion at the next meeting.
