国有股东在转让企业产权行为规范方面应当是“一致行动人”国务院国资委、财政部发布的3号令明确规定,企业国有产权转让应当在依法设立的产权交易机构中公开进行。然而,在日常的产权交易监管工作中,仍有不少关于某一产权标的是否应当进场交易的政策咨询。因此,有必要结合分析企业资本构成,对企业国有产权转让主体、企业国有产权标的作出具体界定。
