目前我省农业生产合作社已经发展列三万一千一百三十一个,入社农户达到全省总农户的百分之四十。这是我省农业合作化运动的一个巨大胜利。但是,我们绝不能因此而盲目乐观,必须充分认识到由于农业社的大量发展所带来的新问题与新困难。当前最主要的困难是农业社增多俊,干部领导力量不足,过去那种逐社派人协助办社的领导方法已经不能适应新形势的需要了。因此,如何积极地采取有效措施改进领导方法,使每个农业社达到确保增产、分配合理、基本上按照国家计划进行生产和团结帮助社外农民(特别是互助组)共同前进的标准,就成为当前迫不及待的一个重要任务了。
At present, the agricultural cooperatives in our province have developed 31,111 columns, with 40% of the total rural households entering the province. This is a great victory of the province’s agricultural cooperative movement. However, we must not be blindly optimistic about this. We must fully recognize the new problems and new difficulties that have arisen from the massive development of agricultural cooperatives. At present, the most important difficulties are the increase of the number of agricultural cooperatives and the lack of cadres’ leadership capability. The leadership methods that were used to help the society by sending members by the masses can no longer meet the needs of the new situation. Therefore, how to actively take effective measures to improve the leadership method so that each agricultural community can reach the standard of ensuring production increase, rational distribution, basically producing according to the national plan and uniting and helping the extra-social farmers (especially mutual-aid groups) to move forward together become the current imperative One of the important tasks.
