在企业真正走向市场后,必然会有一部分企业、一部分产品被淘汰,一时也必然有一部分下岗、失业者。据统计,北京市从1990年以来,已安置富余职工20万人次。但随着改革的不断深入,下岗职工人数仍在迅速增加。对绝大多数下岗职工来说,下岗必然给他们带来心理上的压力和生活上的困难。这时,他们特别需要党组织从物质上、精神上给予关心和帮助。1993年末,国家劳动部下发关于印发“再就业工程”的通知,北京市的“再就业工程”也于今年正式启动。预计到1997年底,可使失业人员再就业率达到60%以上,基本解决下岗待业人员的再就业问题。党和政府对下岗职工没有一推了之。但真正落实党和政府的各项方针、政策,保护职工的权益,解决他们的具体困难,则是各级党组织不可推卸的责任。党组织应该从实际出发,研究制定出符合下岗职工长远利益的政策,做好深入细致的思想政治工作。安置下岗职工确实是项政策性强、难度大的工作,越是这样,才越需要各级党组织发挥自己的优势。这里编发的宣武区副食菜蔬总公司和东城劳动局妇女就业培训咨询服务中心在安置下岗职工中的经验值得一读。如果每个单位的领导和党组织都能像他们一样,把下岗职工的冷暖放在心上,想方设法为他们解决困难,改革才会更好地向前推进,社会稳定才更有保证。

Party organizations should, proceeding from reality, study and formulate policies that meet the long-term interests of laid-off workers and do a good job in thorough and meticulous ideological and political work. The placement of laid-off workers is indeed a policy-oriented and difficult task. The more we do, the more we need the party organizations at all levels to exert their own advantages.
