中共中央办公厅、国务院办公厅《党政机关公文处理工作条例》(以下简称《条例》)规定:“公告”“适用于向国内外宣布重要事项或者法定事项”;“通告”“适用于在一定范围内公布应当遵守或者周知的事项”。由于这两个文种都含告知性,因而适用内容上有一定的交叉,以致“公告”长期以来在基层单位公文处理工作中被严重误用、滥用。请看下例(以下简称“误例”)——2016年××区基层公益性岗位人员招聘公告
