2009年以来,湖南省国土资源厅相继出台《关于应对金融危机支持矿业健康发展的通知》、《关于进一步加强地质找矿工作的通知》等文件,全面为矿企减负,另外将推出《湖南省矿产资源开采准入管理办法》,加大矿产资源开采准入规范管理力度。2月25日,国务院审议并原则通过有色金属产业振兴规划,国家将安排贷款贴息支持企业技术改造,推动产业结构调整和优化升级。
