2012年召开的中国共产党第十八次全国代表大会在分析目前面临的考验和存在的危险,明确党的执政使命的基础上,提出了“建设学习型、服务型、创新型的马克思主义政党”的要求,并进一步指出,要“以服务群众、做群众工作为主要任务,加强基层服务型党组织建设”。至此,服务型党组织正式成为基层党建工作的目标要求之一。服务型党组织就是要把党的基层组织建设成为服务型党组织,将其打造成为一个体现党性、连接民心的服务平台。在高校,基层党支部是培养学生党员的摇篮,是高校加强基层服务型党组织建设的基础,是建设服务型的马克思主义执政党的基础工程。高校学生党支部是基层党组织的一支生力军。是实现党的育人目标的伟大工程的重要推动力量,是党在高校充分发挥战斗堡垒作用和党员先锋模范作用的中坚力量。在新形势下,如何不断强化学生党支部的服务型功能,创新高校服务型学生党支部建设的方式方法,是一项摆在我们面前的重要课题。

So far, service-oriented party organizations have officially become one of the target requirements for the party building at the grass-roots level. Service-oriented party organizations mean to build the party’s grassroots organizations into service-oriented party organizations, and to build them into a service platform that embodies the party spirit and connects people’s hearts. In colleges and universities, grassroots party branches are the cradle of cultivating student party members, which is the basis for colleges and universities to strengthen the building of grassroots service party organizations and the basic project for building a service-oriented Marxist ruling party. College student party branch is a new force of grass-roots party organizations. It is an important driving force for the realization of the great project of the Party’s educational goal. It is also the backbone for the party in giving full play to the role of a battle-fighting force and the model vanguard of party members in higher education institutions. Under the new situation, how to continuously strengthen the service-oriented function of student party branches and how to innovate the ways and means of building student service party branches in colleges and universities are an important issue before us.
