我國發展國民經濟的第一个五年計劃是我国空前未有的偉大建設計劃,它能够使國民經濟的面貌發生重大变化,給我國的社会主义工業化建立初步基礎。我國五年計劃的偉大,只用投資總數就可以說明。在五年內,全國經濟建設和文化教育建設的支出總數是766億4千万元,折合黄金7万万兩以上。用这样大量的资金來進行國家建設,正如李富春副總理在全國人民代表大会上的報告中所說:「这在中國的过去歷史上,完全是不可想像的,只有在工人階級領導下的、全心全意为人民的利益而工作的政府,才可能来这佯做。」
