１调研起因“八五”、“九五”期间，随着经济的发展及人民生活水平的提高，我国全社会用电结构进一步得到了调整，总体趋势是第一产业和第二产业用电比重下降，第三产业和居民生活用电比重上升，但西北电网用电结构调整的步伐慢于全国总体水平，GDP的增长及全社会用电量的增长
