该文基于对美国“9·11”事件中的环境健康问题的回顾,对天津港“8·12”爆炸事故后续处理中的环境健康问题提出建议,一是在后续污染场地处理以及今后的重大环境事故应急过程中,注意专业人员的职业健康防护;二是重视环境污染事故的长期健康影响,适时开展健康影响评估;三是在企业环境责任保险、环境税、排污许可证等制度设计中考虑应对环境污染健康损害赔偿问题的需求,探索建立环境污染健康损害赔偿基金筹资机制。
Based on the review of the environmental health problems in the U.S. 9/11 incident, this article makes suggestions on the environmental health problems in the follow-up handling of the Tianjin Port “8 · 12” explosion accident. First, As well as the future major environmental accident emergency process, pay attention to occupational health protection professionals; Second, attention to long-term health effects of environmental pollution accidents, timely health impact assessment; Third, corporate environmental liability insurance, environmental taxes, sewage permits, etc. The system design should consider the need to deal with the problem of compensation for health damage caused by environmental pollution and explore the establishment of a financing mechanism for the fund of health damage compensation for environmental pollution.
