1993年上海市社会治安综合治理的主要任务是:以党的十四大精神为指针,继续认真贯彻中央(91)、(92)两个7号文件,坚持“打防并举,标本兼治,重在治本”的原则,以深入开展反盗窃斗争为突破口,以实施《上海市社会治安防范责任条例》为抓手,以增强街道、乡镇在综合治理工作中的综合协调能力为重点,适应建立社会主义市场经济体制的需要.改进工作方式方法,促使社会治安综合治理各项措施真正落实到基层,为上海经济发展和改革开放更快更好地上新台阶创造良好的社会环境.
