第一章总则第一条为规范企业劳动安全卫生教育(以下简称安全教育)工作,提高职工安全素质,防止伤亡事故,减少职业危害,根据《劳动法》的有关规定,制定本规定。第二条本规定适用于中华人民共和国境内的企业和与之形成劳动关系的劳动者。第三条企业必须开展安全教育,普及安全知识,倡导安全文化,建立、健全安全教育制度。第四条国务院劳动行政部门依法对全国企业安全教育工作实施综合管理,并行使监察职责。县级以上地方各级人民政府劳动部门依法对本行政区域内的企业安全教育工作实施综合管理,并行使监察职责。
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant provisions of the “Labor Law” in order to standardize the work of enterprises in occupational safety and health education (hereinafter referred to as safety education), enhance the safety and quality of workers, prevent casualties and reduce occupational hazards. Article 2 These Provisions shall apply to the enterprises in the territory of the People’s Republic of China and the laborers who form labor relations with them. Article 3 Enterprises must carry out safety education, popularize safety knowledge, advocate safety culture, establish and improve the safety education system. Article 4 The labor administration department of the State Council shall, in accordance with the law, implement the comprehensive management of the safety education in enterprises across the country and exercise the supervision responsibilities. The labor department of the people’s government at various levels above the county level shall, in accordance with law, implement the comprehensive management of the enterprise safety education within its own administrative area and exercise the duties of supervision.
