从1547年第一个自由港在意大利宣布诞生,世界经济特区已走过了近500年的历程。与世界上许多国家相比,中国的经济特区还刚刚起步,在许多方面还存在着较大的差距。在进入21世纪的进程中,中国的经济特区仍然要充当改革开放的“试验场”与“排头兵”,其“窗口”功能需要得到不断强化,因此,在经济特区进入新的历史发展阶段之后,必须对其进行更加科学合理的布局与规划,使经济特区的内在潜力得到充分的释放,获得更好的社会经济效益。本文将从多个侧面对我国经济特区的发展战略进行探索,并对近期可采取的措施进行分析。
Since the birth of the first free port in 1547 in Italy, the world’s special economic zone has gone through nearly 500 years of history. Compared with many countries in the world, China’s special economic zone has just started its operation and there are still many gaps in many aspects. In the course of entering into the 21st century, the special economic zones in China still need to serve as a “test ground” and “vanguard” of reform and opening up. Their “window” function needs to be continuously strengthened. Therefore, after the special economic zones have entered a new stage of historical development, They must be more scientifically and rationally laid out and planned so that the inherent potential of the SEZs can be fully released and better social and economic benefits gained. This article will explore the development strategy of China’s special economic zones from many aspects and analyze the measures that can be taken in the near future.
