十一届三中全会以来,我国的个体私营经济在党的正确引导下,取得了长足的发展,成为社会主义市场经济的重要组成部分。回顾20年来的发展历程,可以说是迈出了三大步,大体上经历了三个发展阶段。一、恢复发展阶段(1978-1986年)党的十一届三中全会在把全党工作重点转移到经济建设上来的同时,放宽了对个体私营经济的限制,提出社员自留地、家庭副业和集市贸易是社会主义经济的必要补充部分的观点。紧接着,1979年在党的十一届四中全会通过的《中共中央关于加快农业发展若干问题的决定》明确规定:“社队的多种经营是社会主义经济,社员自留地、自留畜、家庭副业和农村集市贸易是社会主义经济的附属和补充。”在党的文件中第一次明确农村个体经济在我国社会主义经济中处于“附属和补充”的地位,这就为个体私营经济的恢复发展迈出了一大步。此后不久,在1981年十一届六中全会上,中央又进一步重申了“一定范围内
