秦安县位于天水专区北部,渭河的支流葫芦河流域,为黄土丘陵沟壑区,海拔在1,150～2,000公尺之间。年雨量400公厘,多集中在七、八、九三个月里,为天水专区较为干旱的山区。一般植物生长期从四月初至十月下旬约200天。在大跃进的新形势之下,秦安林业工作也是一日千里地向前发展。从1957年冬至1958年4月止,全县造林717,726亩,共738,706,378株,其中包括白杨三亿株,每人平均造林2,260株。其所以有这些显著的成绩是具体而深刻地贯彻了党提出的“鼓足干劲,力
