科学发展观正是在这样的背景下,在总结改革开放20多年的经验教训的基础上形成的。科学发展观,就是“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”,坚持“统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放的要求”。作为指导发展的世界观和方法论的集中体现,科学发展观为正处于全面建设小康社会的中国应该采取何种发展道路廓清了思路。
It is against this background that the Scientific Outlook on Development was formed on the basis of summing up the experiences and lessons from the two decades of reform and opening up. The scientific concept of development means “adhering to the people-centered principle, establishing a comprehensive, coordinated and sustainable development concept and promoting economic, social and people’s all-round development” and adhering to the principle of “coordinating urban and rural development, coordinating regional development, coordinating economic and social development, and coordinating the harmony between man and nature Development, co-ordination of domestic development and opening up requirements. ” As a concentrated expression of the world outlook and methodology guiding development, the Scientific Outlook on Development has cleared the way for what China should take in building an overall well-to-do society.
