Introduction The Third Plenary Session of the 18th CPC Central Committee proposed to “improve the multi-level capital market system and gradually push forward the reform of the stock issuance and registration system.” In December 2013, the General Office of the State Council released the Opinions on Further Strengthening the Protection of the Legitimate Rights and Interests of Small and Medium-sized Investors in the Capital Market, proposing to enhance the pertinence of information disclosure and formulate voluntary and concise rules for information disclosure.
