干部在线学习是顺应信息时代要求而产生的一种新型有效的干部教育与学习形式。本课题正是基于我省及我市近两三年来的干部在线学习管理的实践总结,而进行的探讨。一、改进与加强基层干部在线学习管理的必要性1、从干部在线学习的主体特征看。干部在线学习的主体是在规定年龄范围内的所有公务人员及各民主党派、人民团体机关工作人员,国有企业经营管理者,各级各类事业单位管理人员及专业技术人员。它与通常培训班式的干部教育的一个显著区别是参与在线学习的主体绝大部分是地市级以下领导干部与非领导干部。例如2012年马鞍山所有干部在线参学人数为7610人,其中处级干部人数为535人,占比7.03%,而副科以下干部人数为5770人,占比达到75.82%。
The online learning of cadres is a new and effective form of cadre education and learning that complies with the requirements of the information age. This topic is based on the summary of the practice of online learning management of cadres in our province and our city in recent two or three years. A significant difference from the usual training-based cadre education is that the majority of participants in online learning are leading cadres and non-leading cadres at and below municipal level. For example, in 2012, all cadres in the city of Ma’anshan participated in 7610 online consultations, of which 535 were cadres at department level, accounting for 7.03%, while the number of cadres under the assistant section was 5,770, accounting for 75.82%.
