长期以来我国公路建设投资,除国防、边防公路外,在国家基本建设预算内没有户头。从1950年到1987年的38年间,国家财政预算内投资用于公路基本建设的总额只有60亿元。仅占国家财政预算基本建设投资的0.6%。而在这38年间,我国的新增公路里程近90万公里。如果全部按每公里10万元的造价计算,这90万公里的公路应该投入900亿元,而国家预算内财政仅仅投入了60亿元。
For a long time, China’s highway construction investment, in addition to national defense, border roads, in the national capital construction budget does not account. During the 38 years from 1950 to 1987, the total amount invested in the national capital budget for road infrastructure was only 6 billion yuan.
