历经多年的探索,以企业为主体的产学研战略联盟因对产业技术创新和产业核心竞争力的形成具有显著的成效,而成为我国着力推行的一种产学研合作方式。深入分析产学研战略联盟合作各方所应承担的法律义务以及履行这些义务与政府职能的关系,为我国《产学研合作促进法》的制定提供立法参考具有积极的意义。
After many years of exploration, the alliance of production, learning and research with enterprises as the main body has become a kind of cooperation mode of production, study and research that our country is trying hard to implement because of its remarkable effect on the formation of industrial technological innovation and industrial core competitiveness. It is of positive significance to provide a legislative reference for the formulation of the “Law of Industry-University-Institute Cooperation” to deeply analyze the legal obligations of all parties involved in the alliance of production, study and research as well as to fulfill the relationship between these obligations and government functions.
