我們國家已經進入了有計劃的經濟建設時期。根據過渡時期國家建設的總路線總任務和第一個五年建設計劃的基本任務,我們的教育事業的基本任務是大力培養建設人才和逐步提高人民變化水平。高等師範教育是辦好和發展中等教育的關鍵,而辦好和發展中等教育又與培養國家建設人才和提高人民文化水平有著密切的關係。高等師範學校的數量和質量直接影響中等教育,影響新中國青年一代的培養,間接影響高等教育的發展和提高,也就影響國家培養建設
