徐家树,毕业于复旦大学经济系,曾在上海市计划委员会上海经济研究中心、上海市经济体制改革办公室工作,任体改办副主任。现任上海市国有资产管理办公室副主任,上海市体改研究会副会长、副研究员,兼任上海市经济学会理事、世界经济学会常务理事等职。目前受全国人大财经委委托担任《国有资产法》上海起草小组负责人。 1994年11月6日,朱鎔基副总理在全国国有资产管理暨全国清产核资工作会议上强调指出:要加强国有资产的立法执法工作,搞好国有资产管理相关法规建设。那么,我国国有资产建规立法的工作现在进展如何呢?带着这一问题,我们专访了受全国人大财经委委托起草《国有资产法》的上海小组负责人、上海市国有资产管理办公室副主任徐家树同志。 记者:据悉,我国《国有资产法》正在紧张起草之中,作为上海起草小组的负责人,你能为我们介绍一下有关情况吗?
Xu graduated from the Department of Economics of Fudan University and worked in Shanghai Economic Research Center of Shanghai Planning Commission and Shanghai Economic System Reform Office as deputy director. He currently serves as deputy director of Shanghai State-owned Assets Management Office, vice president and deputy researcher of Shanghai Sports Reform Association, and concurrently director of Shanghai Economic Association and executive director of the World Economic Association. Currently entrusted by the Financial and Economic Committee of the NPC as Head of the Shanghai Drafting Group of the State-owned Assets Law. On November 6, 1994, Vice Premier Zhu Rongji emphasized at the National State-owned Assets Management and National Work Meeting on Clearing Capital and Obtaining Verification that the legislative and law enforcement of state-owned assets should be strengthened and the construction of laws and regulations concerning the management of state-owned assets should be well done. So, what is the progress in the legislation on establishing state-owned assets in our country? With this question, we interviewed the person in charge of the Shanghai Group commissioned by the Financial and Economic Committee of the NPC for drafting the “State-owned Assets Law” and the deputy director of the Shanghai State-owned Assets Management Office Comrade Xu Jiashu. Reporter: It is reported that China’s “State-owned Assets Law” is being drafted drastically. As the leader of the drafting group in Shanghai, can you brief us on the situation?
