财政部、农业部日前发布《关于调整完善农业三项补贴政策的指导意见》,针对农业补贴政策实施过程中出现的突出问题,决定从2015年起调整完善农作物良种补贴、种粮农民直接补贴和农资综合补贴等三项补贴政策(以下简称农业“三项补贴”),更有效地发挥财政资金支持粮食生产作用。2015年,财政部、农业部选择安徽、山东、湖南、四川和浙江等5个省,由省里选择一部分县市开展农业“三项补贴”改革试点。
Ministry of Finance and Ministry of Agriculture recently released the Guiding Opinions on Adjusting and Improving the Three-subsidy Policy for Agriculture. In view of the outstanding problems that occurred during the implementation of the agricultural subsidy policy, it decided to adjust and improve the subsidies for crop seed subsidies, direct subsidies for grain-growing farmers and Comprehensive subsidies for agricultural resources and other three subsidies (hereinafter referred to as agriculture “three subsidies ”), more effective use of financial resources to support the role of food production. In 2015, the Ministry of Finance and the Ministry of Agriculture selected 5 provinces such as Anhui, Shandong, Hunan, Sichuan and Zhejiang, and selected some counties and cities in the province to carry out pilot projects of “three subsidies” reform.
