我国九年义务教育是由国家提供的基本公共服务,由于我国特殊的国情环境,九年义务教育未能很好地体现和贯彻基本公共服务的普及性原则。本文从教育部网站公布的取消向非本地户籍学生收取借读费的规定入手,探讨了涉及基础教育的基本公共服务有关问题,指出政府基本服务不仅限于九年义务教育,还应扩展至学前教育,这不仅会助推基础教育进一步发展,也将是国家完善基本公共服务体系,实现基本公共服务普及性的有效实践。
Nine-year compulsory education in our country is a basic public service provided by the state. Due to the special national conditions in our country, the nine-year compulsory education fails to reflect and implement the universal principle of basic public service well. This article starts from the website of Ministry of Education to cancel the non-local resident students to collect the borrowing fee, and discusses the basic public services related to basic education issues, pointing out that the basic government services are not limited to nine-year compulsory education, but also extended to preschool education, This will not only boost the further development of basic education, but will also be an effective practice of the state in perfecting the basic public service system and achieving the popularization of basic public services.
