长期以来,我国的水上交通安全监督管理实行中央与地方双重领导并存的管理体制,这种管理体制在计划经济时期曾发挥了十分积极的作用,然而,随着航运事业的迅猛发展,尤其是社会主义市场经济体制的日趋完善和规范,这种管理体制的弊端和由此带来的矛盾也愈显突出,特别是内河地方港监“条块结合,以块为主”的管理体制,不仅削弱了水上安全管理职能,制约了航运发展的宏观调控,更束缚了航运生产力的发展。
