自1991年经国务院批准开展认定高新技术企业以来,除了国务院规定的高新技术企业享受的优惠政策外,全国各地都相继制订了高新技术企业享受的优惠政策,以支持高新技术企业的发展,高新技术企业发展势头迅猛。但和工业发达国家相比,我国的高新技术企业规模普遍偏小,技术创新能力较弱,无法与国际上一些著名的高新技术企业相抗衡。其中的一个主要原因是企业管理方式及管理手段落后,尚未真正重视对人的管理与开发。
