指导思想是要坚持全面规划 ,统筹兼顾 ,标本兼治 ,综合治理的原则 ;实行兴利与除害结合 ,开源节流并重 ,防洪抗旱并举的方针 ;对水资源进行合理开发、高效利用、优化配置。总体战略 :以完善三大水资源保障体系为目标 ;对区域内的水资源进行立体开发 ,联合调度 ;逐步解决洪涝灾害、干旱缺水和水污染三大水问题 ;以水资源的可持续利用支撑七台河市经济社会的可持续发展。
