宁远作为共和国的同龄人,出生在一个革命知识分子的家庭,同共和国一起经历过波折,1968年高中毕业即下放农村,上山下乡,先后做过农民、工人、教师。1969年在农村改天换地的号角声中,参加了安徽驷马山水利工地挑河泥的工作,这是他最初接触的水利工作。十年后,他考进武汉水利电力学院。1982年分配到淮委工作,从此开始了“水利报国”的人生旅途。
