基于对公共文化发展的实践困境和多元社会及文化的认知,公共文化服务发展需要应对新的现实挑战和环境变化。新公共服务理论倡导对公民权的重视、对公共利益的追求和行动的民主性,而协商民主的理论视野能够有效地契合这些价值追求。同时,协商民主所强调的对话与协商以其明确和主导性的理论形态和实践价值,将极大地有益于公共文化服务治理观念和方式的反思。
Based on the practical predicament of public cultural development and the recognition of diverse societies and cultures, the development of public cultural services needs to meet new realistic challenges and environmental changes. The new public service theory advocates the importance of civil rights, the pursuit of public interests and the action of democracy, and the theoretical perspective of consultative democracy can effectively meet these values pursuit. At the same time, dialogue and consultation emphasized by deliberative democracy, with its clear and dominant theoretical form and practical value, will greatly benefit the reflection on the concepts and methods of public cultural services governance.
