荷兰与德国同属西欧,也都是发达国家,其医疗急救事业亦很先进。笔者在两国分别参观了两家县级小型急救中心,对其社区急救之先进高效留下深刻印象。我们参观了荷兰库克市急救中心。这是一个三级急救机构(县市级),由政府卫生部门所办,属事业单位。其经费来源一是医疗保险支付的费用,二是卫生部门投入。该中心与红十字会合作,开展了有效的现场救护与医疗急救。市红十字会招募了一批志愿者,组成65个小分队,每名队员配有 BP 机一台,如遇灾难事故发
Both Holland and Germany belong to Western Europe and are also developed countries. Their medical emergency services are also very advanced. In the two countries, the author visited two small-scale emergency medical centers at the county level and left a deep impression on the advanced and high-efficiency of community emergency services. We visited the Cook Emergency Center in the Netherlands. This is a tertiary emergency agency (prefecture level), which is run by the government’s health department and is a public institution. The source of funding is the cost of medical insurance, and the second is the input of the health department. The center cooperated with the Red Cross to carry out effective on-site rescue and medical emergency. The Municipal Red Cross recruited a group of volunteers to form 65 teams, each with a BP machine, in the event of a disaster.
