近年来,中国地方政府性债务规模剧增,其可能产生的风险问题引起了政府官员和专家学者的高度关注,各种理论研究和政策建议层出不穷。但都没能建立一个科学的分析框架,也没能给出一个有效的控制和解决方案。本文以地方政府官员的行为为研究视角,以其所处的环境和制度为约束条件,分析了地方政府性债务形成和扩张背后的深刻原因。再从地方政府性债务形成的根源上提出防控地方政府性债务的根本解决方案,并试图给出当前深化行政管理体制改革的一个路线图。
In recent years, the increasing scale of local government debt in China has caused great concern among government officials and experts and scholars. Various theoretical researches and policy suggestions are emerging in an endless stream. But failed to establish a scientific analytical framework, nor did it provide an effective control and solution. In this paper, the behavior of local government officials as a research perspective, with its environment and institutions as a constraint, analyzes the profound reason behind the formation and expansion of local government debt. Then from the root causes of the formation of local government debt, we put forward the basic solution to prevent and control local government debt, and try to give a roadmap for deepening the reform of the administrative system.
