国际法院成立于1946年2月6日,它不但是联合国的主要司法机构,也是联合国的6个主要机构之一,同时还是国际社会中对国际争端惟一具有一般普遍管辖权的国际审判机构。在国际法院成立近60年、国际关系发生了重大变化、国际法院的活动日益活跃、新的国际司法机构不断涌现之际,对国际法院的组织机构、司法运作、所发挥的作用和面临的挑战重新进行审视,无疑具有重要的现实意义。
The International Court of Justice was established on February 6, 1946. It is not only the principal judicial organ of the United Nations, but also one of the six main agencies of the United Nations. It is also the only international judicial institution in the international community that has the sole universal jurisdiction over international disputes. Nearly 60 years after the establishment of the International Court of Justice, major changes have taken place in international relations, the activities of the International Court of Justice have become increasingly active, and the role and challenges faced by the International Court of Justice in the operation and organization of the judiciary have continued to emerge. Re-examination, no doubt has important practical significance.
