人所共知浙江发展的杀手锏是特色产业区,即产业集群,其结果是业已形成519个产业集群、八千多亿的资本。一直以吸引外资为经济发展武器的江苏,也开始学习浙江的看家本领,2003年9月11日发布了《关于培育产业集群促进区域经济发展的意见》。在发改委刚出炉的对下级计委工作考核指标中,产业集群一项占到了100分中的8分。在此促动下,苏南、苏北各级计委各显神通,开始紧锣密鼓地制定地区产业集群发展规划。江苏省发改委要求原则上每个县(市、区)选择1-3个在未来几年内销售规模可以达到30亿元以上的产业集群,全省重点培育100个产业集群。产业集群战略如此轰轰烈烈地在长三角展开,使我们有必要认真审视产业集群到底会给我们带来什么?
