1987年11月,我厂领导体制开始由“双轨制”向“单轨制”过渡,明确了厂长的中心地位和中心作用,对企业两个文明建设负有全面的领导责任。企业的思想政治工作出现了“厂长全面负责、以生产经营为中心,以行政干部为主体,专职政工干部为骨干,形成政、党、工、团密切配合的,全方位、多层次、多渠道、一体化”的新格局,并且对全体干部提出实行“一岗两责”的要求。
