1998年11月,我应香港城市大学的邀请对香港进行有关社会保障方面的学术访问。1个月时间的访问收获,不仅在于对香港地区的社会保障与社会福利有了较全面的了解,而且得以广泛交流对内地社会保障改革的看法。在讨论中,我发现中国社会保障改革不仅是内地各界高度关注的问题,而且也是香港学界特别关注的问题。他们的许多看法对内地的改革有益。例如香港公益金总裁、原港府高级公务员陈达文先生认为内地不适于走福利国家的道路,但有必要建立社会保险制度,因为在经济发展较好的时期建立养老保险等制度并不会导致企业生产成本的提升,反而有利于经济
In November 1998, at the invitation of the City University of Hong Kong, I conducted an academic visit to Hong Kong on social security. A month’s visit not only resulted in a more comprehensive understanding of social security and social welfare in Hong Kong but also extensive exchanges of views on social security reforms in the Mainland. During the discussion, I found that social security reform in China is not only a matter of great concern to all walks of life in the Mainland but also a special concern of the academic circles in Hong Kong.
