把好公文入口,控制进入本机关公文运转系统的每一件公文的质量,对于保证公文运转的畅通有序和规范高效,具有十分重要的意义。为了把好公文入口关,督促下级机关严格执行《国家行政机关公文处理办法》(以下简称《办法》),做好公文处理工作,从1995年初起,我们针对公文入口这一环节存在的问题,制定并试行退文制度,收到了可喜成效。
