随着国内水利事业的飞速发展,竞争日益加剧,许多不确定的风险因素影响着工程项目的质量、经济效益及其在国民经济当中所体现的实际意义,风险管理成为水利工程项目的内在需要。文章介绍了水利工程建设的常规风险,风险定性、定量的分析方法种类,以及建设过程中通过制定风险应对计划和利用项目保险制度等措施来有效的控制风险,降低损失。项目风险管理必须分析风险的利益相关者,而且需要与时俱进,同时风险管理也是有代价的,所以水利工程项目风险管理应当贯彻项目始终,采用科学系统的管理方法来管理和处置各种风险,有利于项目消除各类经济风险、技术风险、决策失误风险,为项目提供安全的经营环境,保证各方经营目标的顺利实现,促进经济效益的提高。
With the rapid development of domestic water conservancy and the increasing competition, many uncertain risk factors affect the quality and economic benefits of construction projects and their practical significance in the national economy. Risk management has become an inherent requirement of water conservancy projects.
